Earthquakes transformed the way in which Mexican institutions deal with the urban condition: from a matter of security, freedom from danger, it became a matter of safety, freedom from risk. Consequently, the Mexican city is now a space where responsibilities must be defined together with the intentions and conditions of urban development. Thus, in order to avoid any developmental stoppages, the project attempted to avoid urban design, but to stochastically simulate the confrontation between developmental intentions and conditions. In particular, it was addressed the buttressing of neighboring buildings, a building solution impossible to consider within standard design and planning procedures.
